Editorial: It’s time to fix a broken redistricting system in Virginia

VIRGINIA HOUSE SPEAKER Kirk Cox on Monday signaled his willingness to reform the commonwealth’s redistricting system, to include amendment of the state Constitution to create an independent commission to draw legislative boundaries.   

The Colonial Heights Republican had long opposed such reforms, rejecting the need to take responsibility for redistricting away from lawmakers. But faced with the court-ordered imposition of new maps that will give Democrats a distinct advantage in November’s legislative elections, he relented and threw his weight behind a bill proposed by Del. Mark L. Cole, R-Spotsylvania.
