In the past, election district boundaries were drawn to emphasize partisan bias and incumbent protection.
In 2011, the Democrats defined State Senate districts that tilted towards maintaining that party’s control of the State Senate. The Republicans defined boundaries for House of Delegate districts that tilted towards maintaining that party’s control of the House of Delegates. The “gerrymandering” balanced the partisan priorities, but communities were divided like sausage being sliced as the politicians chose their voters.
In 2021, it could be different. The General Assembly that starts meeting on January 9 will decide to advance or kill redistricting reform. The state legislature will consider an amendment to the state constitution that would create a less-partisan mechanism.
