REDISTRICTING LEGISLATIVE SUPPORT SUMMARY

2017 is an important election year for redistricting reform in Virginia. This scorecard is intended to help voters decide which candidates are most likely to support redistricting reform. The scorecard uses candidates’ voting records, their questionnaires, their willingness to sponsor redistricting reform bills, as well as taking leadership roles in redistricting reform efforts.

Over the course of the 2017 session, a number of constitutional amendments and other bills were introduced. All of the bills introduced in the House of Delegates were killed. However, three bills or amendments passed the Senate, only to be killed in the House of Delegates Privileges and Elections Committee. A vote against a reform bill is counted against a candidate’s record, while a vote in favor of reform or sponsoring a reform bill, counts in favor of the candidate.

The results show more races with multiple candidates supporting reform than ever before.  It’s a new day in the redistricting reform movement – we’re going from “should we” end gerrymandering to “how do we” end gerrymandering in Virginia.

OneVirginia2021 has also reached out to candidates in the form of a questionnaire asking their position on redistricting reform. A positive is counted in favor of the candidate, while a negative response counts against the candidate.

Legislators and candidates were then scored from -1 to +2 based on their support using the following system:

 

Sponsorship of legislation/constitutional amendment = +2

Vote in favor of redistricting reform = +1

Redistricting reform leadership = +1

Positive response to the questionnaire = +1

No response of record = 0

Negative response = -1

No vote = -1

This is a dynamic measure.  If they have not responded, please urge your legislator or candidate to support redistricting reform. Have them email [email protected] to adjust our records here, and we’ll gladly adjust to make this as accurate as possible.
