Why government is a big mess

Want to know why Congress is such a mess and our own state Legislature isn’t any better and probably worse? Blame it on redistricting. That’s the process by which legislative districts are redrawn every 10 years, supposedly to reflect demographic changes as determined by census data. In reality, district boundaries are redrawn by the politicians controlling the process — in Pennsylvania, that’s the majority party — with an eye on keeping districts in the party fold.
